Start with vehicles and safe movement

Record the number and type of vehicles, daily movements and whether turning is required within the property. Delivery vans, motorhomes and electric-vehicle charging may affect layout or preparation.

Sight lines, gates, walls, pedestrians and the route to the entrance also matter. Enlarging a hard surface is not automatically the same as gaining lawful or safe highway access.

Construction

Diagnose the existing surface before choosing the new one

Cracks, settlement, loose blocks and ponding can indicate different failures. Ask what will be removed, what can be retained and how the new construction is designed for the expected load.

Resin-bound, block paving and asphalt are systems rather than decorative coatings. The base, drainage, edge restraint and workmanship remain critical to performance.

Drainage

Keep surface water within a lawful design

For a domestic front garden in England, national guidance applies specific rules where more than five square metres is paved. Permeable surfacing or drainage to a permeable area within the property can fall within permitted development; otherwise planning permission is generally needed.

Permeable-looking products do not make the complete construction permeable. Ask how water passes through or is collected, where it goes, and how the design responds to the ground and surrounding levels.

Permissions

Check the crossover and property constraints separately

A driveway project may involve planning permission, highway consent for a vehicle crossover, protected verges, listed-building controls, conservation areas or title restrictions. These are separate questions and depend on the address.

Do not commit to construction on the assumption that an existing informal access can simply be widened. Use the relevant council and highway routes for the property and retain the written decisions.

Do I need planning permission for a driveway?

It depends on the proposal. National front-garden surfacing rules distinguish permeable solutions from impermeable paving without on-site drainage, and other property or highway controls may also apply.

Is a resin-bound driveway permeable?

A resin-bound surface can form part of a permeable system, but the complete build-up and drainage route determine performance. Resin-bonded surfacing is a different system.

What makes driveway quotes comparable?

Use the same measured area and written scope: excavation, disposal, base, drainage, edges, finish, covers, access assumptions, making good and exclusions.

Can Surrey Experts approve a driveway design?

No. We publish guidance and may introduce an independent provider. Planning, highway, drainage and technical approval must come from the appropriate authority or competent professional.
